I don't have first hand experience in your exact situation... however splitting your ticket into 2 PNRs (YYZ - FRA and separate for FRA-DEL) and stepping out of the airport at FRA gets you in compliance.

You could of course through check your luggage to BOM and step out only if required at FRA. PNRs can be split by a call to the call center.

If someone has specific experience with this they can guide you better.
