AmexTravel Future Travel Credit (FTC)

I have a booking made through Amex Travel that was a book with points on an Amex Biz Plat card. It is for a future British Airways flight that I haven't taken yet. Per the fare rules the ticket wasn't eligible for free cancelations or changes but due to BA's current Book with Confidence policy, I could get a voucher. So I cancelled the ticket and received an Electronic Miscellaneous Document (EMD). Per my understanding of BA's book with confidence policy, if I rebook a ticket that is now cheaper than the EMD's value, I would be issued a ticket with the residual value. However, Amex Travel is telling me there is no such doing with BA vouchers and that any residual value is forfeited. Has anyone had experience with this?
