This fee seems to be for this specific IC, since some other ICs don't have such small prints when I searched.
FWIW, I was not charged the amenity fee at the IC DTLA when staying on a reward night last October despite my reservation indicating it would be chargeable.

You are right that it is a resort fee, not a city or state tax.
