Yes but in countries like the US where a lot of people don't even believe in vaccination, the risk is higher. If too many unvaccinated people get COVID and require hospitalization, the health care system will get overwhelmed and vaccinated people will also pay the price because hospitals will not be able to care for them for other health issues.
While this was the party line for many months, it never really materialized even when no one was vaccinated, at least in regions with a halfway competent healthcare network.
