Hi SR,
  1. It seems that the rules are regardless of your Citizenship, since they want to avoid travelers from India due to concerns of CoViD ( Delta variant ).
  2. No one is in a position to predict what might happen post Jul 21, and a thing to bear in mind is that a lot of F-1 students flying to US have booked EK for Aug and are hoping for the best
