If the rate for 2 adults is the the same as 4 adults, then I can see breakfast for 2 as the limit (as part of the rate). But if the rate is higher for 4 adults under the breakfast rate, then I would argue all 4 adults should get breakfast regardless of elite status. The flip side is the property can argue the increase in rate is for the 3rd/4th occupancy.
of course this is under the assumption that you actually enter 4 occupants at the time of reservation.
