Your friend could buy a Thai SIM card from AIS on Amazon prior to leaving (more expensive than buying in Thailand, though.)

Otherwise, she could probably have it shipped to the Thai hotel by ordering on Lazada, the Thai e-commerce site that is a poorly organized Amazon imitation:
