If that is the case, it is going to be a BIG mess when people arrive in Hawai'i. In mid June, when I arrived in HNL, the queues were easily 45 minutes to check people for COVID-19 tests (for arrivals who did not have the bracelets). I suspect that people are going to be looking at queues of at least an hour.
