No recent stays due to Covid. It really depends on what you are doing and which location would be most convenient. If that's not an issue, hands down the Monaco DC. Great hotel, well located. Rooms vary in size and I prefer the Monte Carlo. Have had a suite but this is good enough. Basic rooms are very small. If street noise is an issue, make sure you get a courtyard or 8th Street view. Avoid the 4th floor since the ballroom is up there and they use the corridors for preparing to serve etc. Absolutely avoid floor 1 as it’s the basement.
