As I pointed out before, their definition of mailing time includes "sitting in our mailroom" time, not just USPS transit time. It is 12 weeks from when when they logged it in and started processing it, in your case, 5/7.
That’s a bunch of State Department BS. It’s not USPS sitting on the application for four weeks. It’s State not opening mail.
