Possibly. AFAICT - roaming will require some sort of deposit. So if this has not been done before, a store visit will be required.

No. The ban does not cover consumers, but prohibits U.S. corporations working with Huawei. To make this simple - a U.S. carrier can't sell you P40, but you are free to use P40.
