To my knowledge, the original T&C was that you had to book the deluxe room of the hotel (usually one above standard room), and then add 6,000 or 9,000 points per night to upgrade to a suite, or premium suite respectively. As to availability, it was highly property dependent. If I were to try this method again, I'd search for premium suite availability, then call to check if you could employ that method. I'm guessing it's more likely you can get it if the suite is available on points to begin with, but don't know that lack of points availability means you couldn't still employ Cash+Points for Upgrade method.
