This of course harks back to the "old" cities rather than states rule - but nonetheless it is still saying (at least for online bookings) that SJU is subject to the restrictions.
I would say it is unrelated then. The system simply hasn't been updated. You can always do LAX-ORD/DFW-SJU-ORD/DFW-LAX, before or now.
