This thread will point you to some sites that are helpful, and also explain why more comprehensive sites do not exist (some airlines now use dynamic pricing and no longer publish redemption charts): Matrix ITA but for award flights?

American Express has a tool that will allow you to create a new frequent flier account with a transfer partner, but I generally prefer to do this myself. Note that some airlines are not enthusiastic about non-customers who transfer the full amount needed for an award ticket.
