The BuPo supervision is mandated by law. An airport operator cannot just decide to do the job without any law enforcement present.
Thanks for confirming what I suspected, I was really puzzled how FRA could decide to remove law enforcement, either by their presence or as part of the responsability chain.
What I would expect is that FRAPORT become involved in setting up KPI and making sure those are met regarding passenger inflow, waiting time, etc ...
