The USA 800-874-8875 main number just has busy signal for past 24 hours.
I experienced the same yesterday when dialing the number for Ukraine, however, if you try dialing 102-20-30 times you will succeed....
It seemed more of a technical issue rather than agents being busy issue because once I got connected and went through all the options the actual wait time was only a few minutes.
Also, see if there is an e-mail address, I e-mail the Kiev office and got a very quick response.
