I am sure there are hefty fines involved if someone arrives at one of those airports without a test, and airlines don't like to pay fines so they tend to err on the side of not letting someone fly

They make sure pax facing employees are aware of the rules.
The poster was asking about getting on a domestic flight after walking across the border. What you posted only applies to international flights entering Canada. No Covid test required for domestic flights.
