Not sure how technical it is, but you won't even get a chance to deal with Canadian authorities because one of the airline employees will NOT let you board a plane headed to Canada (Montreal, Toronto, Calgary or Vancouver only).

I am sure there are hefty fines involved if someone arrives at one of those airports without a test, and airlines don't like to pay fines so they tend to err on the side of not letting someone fly They make sure pax facing employees are aware of the rules.
