I am confident that, besides the interns, there is an "attestation committee" made up of bureaucrats from a dozen directions and sous-directions of the Ministere de l'interieur, plus bureaucrats from sous-directions in other ministers, plus cabinet members (political guys) from the President and other ministers, plus some "experts".

After hours of sterile discussion, the president man says "we don't want the chaos created by the complexity of a previous attestation, I want everything on a single page and I don't want more than 5 categories". After another 2 hours of discussion, we end up with 8 categories (7 day time, 5 at night) which covers everything.
