You could leave your residence only for a compelling reason, e.g. business or family. If you go to a non-EU country with a valid "attestation", that should be fine. Although good luck showing a French street policeman your "certificate of travel" in English.

But it seems to rule out EU trips without a compelling reason.
Ahhh this is another new invention of our bureaucrats. So, if this box is no longer present on the form, if I understand correctly :
- if you live less than 10km from the airport, you can travel to EU
- if you live more than 10km from the airport, you cannot travel to EU anymore.

That’s another brilliant idea
