Let's assume that this is indeed the final version valid after this "exceptional" week-end (I doubt it but ...).
You could leave your residence only for a compelling reason, e.g. business or family. If you go to a non-EU country with a valid "attestation", that should be fine. Although good luck showing a French street policeman your "certificate of travel" in English.

But it seems to rule out EU trips without a compelling reason.
