This is not really normally the case. Usually you get a room rate and only have to pay for the 3rd person if required.

Examples 8 Nov 04:
Intercontinental Berlin from €162 / room / night

Vier Jahreszeiten Munich from €212 / room / night

Hilton Frankfurt from €280 / room / night

etc.


In general it's a question of the slow german economy and too many hotels around making for very competetive prices.

But you should see the prices for example in Frankfurt when there is any sort of trade fair etc. on - 300% increase is not unusual
