Bolding mine, that is code for adjusting minimum outside air damper to a higher level. Must be balanced though depending on climate, as you can't suddenly make a RTU handle something different than it was designed for. Nor can you simply add higher grade filter's to a RTU without impacting the static pressures in a negative way. The performance of the system isn't fixed by adding a larger HP motor depending on the performance curve of the blower. I suspect dumb HVAC and T & B guys will overlook this, claim the "new and improved" system is great, write a nice report. Meanwhile the RTU will 'NOT" perform as needed. In other words, most buildings you enter really won't be any different than pre covid unless significant time and effort was put into this. The sad part is they will think they paid thousands to fix this, but it will be a worse off system as it will not perform as advertised.
