Never the less, I've called QR and right now I can't get rebooked, because foreigners aren't allowed into Qatar. Since I had booked a stopover at DOH for several days, they can't book me a new itinerary under the 500 mile rule. So I'm like stuck with my booking now until QR changes their stance or Qatar opens up.

You could get a full refund according to EOC v2.2 and rebook your trip again. However, I am not sure if the stopover package you paid would be refunded.
