I don't think your math is correct. $0.03/mile is the normal price for TK miles.
With the promo, it is $0.024/mile for
5,000 – 19,999 miles; $0.02/mile for
20,000 – 49,999 miles; $0.017/mile for 50,000 – 99,999 miles.
The current promo for Bonvoy is 40% bonus. So for $1,250 you get 100,000 + 40,000 = 140,000 pts = 2 x 25,000 + 10,000 = 60,000 miles (i.e. 2.08 cents per mile). To get approximately the same number of miles with the TK promo you can get 41,000 + 20,500 = 61,000 miles (i.e. 2.02 cents per mile). However, to maximize your savings you should buy 50,000 and higher. For example, 50,000 + 37,500 = 87,500 miles for $1,500 which will cost 1.71 cents per mile, not 3.

It's a good deal for me since my most common route is DXB-IST (and onwards to Europe or just IST) which I would have to pay for in cash if I don't have sufficient miles. Even if I start with zero miles (which I don't) and buy all the miles in TK's normal rate of 3 cents per mile, I'm usually ahead. With this promo, I'm way ahead. I usually end up doing a mix (use some of my own miles, buy some extra miles).
