Tickets are issued to owner of vehicle as appears on registration. That person or entity (in this case Budget) will receive notice of tickets and it is their responsibility. You do not have any legal standing so far as parking violations go in NYC/NYS since the vehicle is owned by someone else.
Think of it like this; if you owned a car and lent it to your brother in-law who gets a parking ticket. As owner of the vehicle legally you are the one who must settle matters. What happens between yourself and BIL is entirely your own affair.
NYC while hold Budget responsible, who in turn will go after renter (in this case you) for any costs involved.
Only time car renter in NYS or most other parts of USA are personally liable is for moving violations, accidents, etc... Things that happen while car is in motion and thus under control of driver.
