I still say - those who are outside canada (and especially non citizens) are completely unable to travel or participate in any programs. These travelers already get a "deal" as they are in a more competitive situation. Thus, I could see a situation where all non-Canadian residents get a full extension and Canadians have some token amount of travel or other revenue generating activity that must be done to guarantee status extension. I think it will basically be an extension but not by doing nothing . . .for domestic members.
