Does this make sense? Or is there any reason to still go for the Deluxe Villa?
Your strategy is sound and I was upgraded from a Reefside to a Superior Overwater Bungalow last August but with Covid... who knows?

I'd reach out to the Resort Rooms Director and see what they're willing to do.
