I've gotten quite a few suite upgrades at RCs mainly in Asia, with varying status levels.

Ritz Tokyo - Titanium
Ritz Osaka - Titanium
Ritz Beijing - Silver
Ritz Kuala Lumpur - Titanium
Ritz Chengdu - Silver

So can't say it never happens... May just be more frequent in Asia?
