Im not sure I follow that logic.
Anyone who ‘escapes’ hotel quarantine was never going to voluntarily isolate at home in the first place.
The borderline cases, those who may have breached home isolation on a couple of occasions, are where hotel-based enforced quarantines will be most effective.
