I track these in a spreadsheet, and they've actually gone down a little since the summer.

Last time I checked Z3 Off peak they were...

23500 + £0.50
21000 + £15.50
18500 + £20.50
17000 + 25.50
12500 + 50.50
9000 + 70.50


That aside possible the agent got confused. They are using the "New" RFS tables for everything except 2-4-1s on the website now and it would appear your were quoted / charged the Avios required for a 50p RFS.

I would raise this with them as they either owe you the Avios or £98 which may come as an eVoucher.
