My policy is

1. Contact the front desk and ask them to intervene.
2. If unresolved, insist on a room change.
3. If none available, ask them to intervene again and make it abundantly clear that the third call skips the front desk and goes directly to the police.

I’ve been lucky enough to never have to call the authorities.
