Somebody sent me a message earlier saying this and speculation on the reason. The suggestion is that Facebook have seen massive drop off in WhatsApp users/signups since they announced the change. Signal have been seeing record demand and Facebook are using the delay to start a PR campaign to reassure users. Not a clue if that's true but it sounds plausible.
