Even the most basic (and cheapest of cheap) TCL TVs sold at the physical Walmart stores nowadays seem to have the Roku operating system built-in for streaming+ functionality. A Roku TCL is a TCL "smart TV" with the Roku OS for the TV's operations and internet connectivity, and it includes the equivalent of "apps" but some of the "apps" -- distinct from the TV manufacturer/seller -- require payment for a subscription or media rental/purchase for some of the TV's "apps" to be any good for entertainment purposes.
