EWR is the 43rd busiest in the world so it has lower expectations.
Those numbers are pre-COVID and are not meaningful as the situation is very different today. International travel is way, way down. Domestic is also down but less. UA has mentioned the reason for 2 lounges at DEN and IAH is those airports are comparatively busier then other UA hubs.
