Unlikely. NEXUS and GE are really different programs, as NEXUS requires CBSA clearance as well. On that basis, the population of customers needing NEXUS is significantly lower than GE.
Also - NEXUS can be paid by CAD as well (i.e. CAD$120 after harmonization). So it would also create currency exchange issue as well.

Not many. But I do know that 1 particular group of people have to pay out of pocket - those who have been found ineligible for GE (including revocation) and have to apply for TSA Pre-Check, as they used the reimbursement on GE.
