The proposed rule is open for comment through the end of the year so don't expect any news until early 2021. I also don't see any proposed rule for the NEXUS fee change yet, so I would expect that to take longer.

I do wonder if harmonizing the fee will lead CC companies to start covering NEXUS as part of their GE/Precheck benefit, it never made sense that they didn't. On a related note, there are so many cards offering GE as a benefit I wonder how many are paying their fee out of pocket these days (Those with children for sure).
