Is this just cost cutting? Assuming they can't charge the full fee to their partners either if they only provide a slimmed down service.
Alcohol is heavily taxed here and thus quite expensive, so I would guess cost cutting. I am sure they charge as per normal - you see offerings cut down in lounges across the world (SK lounges serve no alcohol at all these days for instance).
