i think it opened not long before COVID. When I flew out in February, I did not bother and went to the SQ lounge instead, which is pretty decent re food and wine

any recent departure from BKK after in Bangkok and adjacent provinces restaurants have to close again?

Lounges were open when I flew out in mid-June, so before the reversion to takeout only. Was not flying *A so cannot comment on offerings in those lounges, but the G concourse PP lounge was definitely not following the 25% indoor capacity protocol and was serving alcohol, so it seems like lounges are not treated as restaurants and are not complying with those restrictions.

TG Royal Orchid Lounge at E West is open....
...and despite unconfirmed rumors that there is no Alcohol served on TG flights and that the ground staff escorting me through immigration also told me no alcohol in TG lounges, this lounge served beer (Singha and Chang)....

Quick update on lounges - I flew out of Suvarnabhumi last week on Lufthansa and they were using the Turkish Airlines lounge. Had a limited food menu and was serving beer (not sure about wine or spirits). I didn't pass any TG or other *A lounges, but saw that JAL lounge nearby was open.

still the same as last couple of months
and yes Turkish serves some wine as well...(you have to ask)
