Does it count as an involuntary change if the borders are closed?

I am considering booking an ex-Sin flight on Qatar. I am not a Singaporean citizen so I would not be able to renter Singapore if I leave. Can I book a return ticket and then claim involuntary change and switch destination for the inbound segment?
