This is not true.

International: https://europa.eu/youreurope/busines...e/index_en.htm (can't be used if you're suing someone in Denmark)

Domestic: Unavailable in Denmark, Finland and possibly other countries. In Sweden, the procedure is used if you demand that someone pays you at most 23,650 SEK (2020 amount, adjusted for inflation every year). In other words, it can't always be used for refunds of intercontinental tickets in premium cabins.
