I called QR and tried several ways to rebook the trip.

The agent stated that she could book me on another carrier on this routing because it was my original destination, but her systems returned no availability on PHL-BNE on any dates late next year, so that wouldn't work.
I finally settled on just flying PHL-DOH-SYD and SYD-DOH-PHL because she could book it. I asked if she could put a note in the PNR in case availability to BNE opened later, but she simply restated QR's policy on voluntary changes.
Was the agent correct to deny me the rebooking to BNE? To CNS?
Was your original situation voluntary or involuntary?
If it was a voluntary situation QR would not book you on another carrier even if there is availability in the same fare bucket.
