A friend travelling from UK to China this weekend had the notification of the new policy in the international version of the China Health Code app. It wasn't immediately obvious whether it applied to the UK or not.
Definitely applies to the UK - although at present the relevant text on the Chinese UK Embassy web-site is only in Chinese. Only applies from Nov 7th onwards for the UK so your friend is still good to go under the old requirements.
