Agreed. The way I read this is that, practically, it's not realistic to travel to China directly from the US. The requirement does not apply to other countries, so it means spending a couple of weeks somewhere else before traveling to China.
This is not limited to US. Translated version came from us consulate therefore it addresses us but other (not clear how many) countries apparently issued the same guidance.
