Did you not see the post in the newly created thread? Someone did not get his TP cert back after a cancellation. When he called to get it manually reissued, he got the same 1/31/21 expiry and was told because the cert was issued in 2018, and already extended once in 2019, hence no more extension.

I think the fine print is specifically put in there to clean out the old TP certs so no more accounting on those would be needed after Jan 31 2021.
While there might be a few credit card certs out there, the bulk of certs extended a 2nd time in 2020 to Jan 2021 were the TP certs.
