Don't they have some flexability to convert between the two options on a seasonal basis based on the number of Hockey Teams they sign in a given season.

This does not sound good for a quick return of Rouge. If traditional low margin holiday destinations require and can support all business class aircraft it is unclear how a Rouge configuration would do.
