If I were to venture a guess, Govt. of India will only allow OCIs to travel to India from the travel bubble countries as long as one flies non-stop to India. So, EWR-DEL via AI or UA will work, but JFK-CDG-DEL won't. I believe this will be akin to what is already happening with Indian citizens who have a US/UK etc. visa.
