I am trying to help a friend who will come to the USA from JPN in December.
As far as I can tell there is no Federal level quarantine required, but there are some states with quarantine requirements.
His plan is to come to California for two weeks and then go to Philadelphia (his ultimate goal).
As far as I could tell he can just transit in California and fly on to Philadelphia.
I read all the linked documentation and can't find anything definitive, can anyone help me on this?
I'm afraid I haven't followed the situation of quarantines in US, so I certainly cannot give definitive answers, but it is worth to remember that the current regulations may no longer apply in December since the trends in case numbers have been on rise in so many places that it wouldn't surprise if some authority enacted stricter measures to battle with the pandemic.
