Does the stamp specifically say "home" quarantine? She's tech quarantining for a week, but just at a hotel. What if the person doesn't have a "home" and is staying at a hotel for this trip? And ya, she doesn't want to stay by the airport and rather be closer to her home area- one reason she was going for the exemption so to avoid the airport hotels that are used for quarantine. But I guess whichever hotel she checks into will see her US passport and inquire about travel details and quarantine stamp.

Also, if she plans to stay in a hotel for a week and/or is forced to stay in a GOI mandated hotel, is there any reason to get tested before flying? Might as well save $200 and not take the RT-PCR test.
the stamp has the date till which you are supposed to quarantine....

not all hotels are by the airport....there are some pretty decent hotels nowhere near the airport that are on the list like the sheraton in saket, le méridien near cp, surya in friends colony, etc....

if she can find an acceptable hotel near her parent's home then i suggest she skip paying for the rt-pcr test & just quarantine there....if she wants to get exemption then she should just keep in mind that she is signing a declaration that she will be quarantining at a particular address & instead she will go stay in a hotel for a week....there is a very good chance that no one will bother with this but if someone picks it up then it will lead to unnecessary trouble....
