Does the stamp specifically say "home" quarantine? She's tech quarantining for a week, but just at a hotel. What if the person doesn't have a "home" and is staying at a hotel for this trip? And ya, she doesn't want to stay by the airport and rather be closer to her home area- one reason she was going for the exemption so to avoid the airport hotels that are used for quarantine. But I guess whichever hotel she checks into will see her US passport and inquire about travel details and quarantine stamp.

Also, if she plans to stay in a hotel for a week and/or is forced to stay in a GOI mandated hotel, is there any reason to get tested before flying? Might as well save $200 and not take the RT-PCR test.
